This unique Commonwealth Caribbean Edition is in its second year and brings much needed clarity to professionals operating in this demanding area. The course is adapted to meet our regional jurisprudential and economic realities and is based on the Osgoode Public Procurement Law and Practice Certificate Programme run in Toronto, Canada which is now in its fourth year and which is the only course of its kind world wide which synthesizes the latest developments in commonwealth procurement law. The Osgoode HallLaw School in Toronto is one of the world’s pre-eminent law schools established in 1889 and affiliated to the York University of Canada since 1968.
Led by Paul Emanuelli (Toronto, Canada) and Margaret Rose (Trinidad and Tobago), an outstanding faculty of legal and procurement professionals will give practitioners the knowledge and practical skills needed to competently and confidently handle today’s most pressing procurement challenges and issues. This five (5) day intensive course will not only harness for the participant the practical strategies and tools and provide an analysis of the most recent judgments across the Commonwealth in the common law of Competitive Bidding, but will also place same within the context of the local and regional regulatory, treaty and institutional frameworks for public procurement existing in the Caribbean. In particular, it will address regional reform initiatives and the proposed public procurement legislative reform in Trinidad and Tobago. Participants will come away from this programme better prepared, and with knowledge, strategies and tactics that can be put to immediate use within your organization.
The Osgoode Public Procurement Law & Practice Certificate Programme culminates in an in-class examination and assessment on day five (5). It will give participants the opportunity to become far more sophisticated in their appreciation of the ‘best practice’ principles and concepts and also to become part of an elite group of certified professionals in the emerging field of Procurement Law and Practice. The Certificate in Public Procurement Law & Practice will be issued by the Osgoode Hall Law School, Toronto Canada and the Caribbean Procurement Institute (CPI) and is part of Osgoode’s Continuing Legal Education (CLE) Programmes and can also be used to meet self-assessed Continuous Professional Development (CPD) requirements of professional associations.
All participants will become registered Associate Members of the Caribbean Association of Procurement Professionals (CAPP) and successful completion of the course will count toward the obtaining of the professional designations in procurement currently being developed by CPI, CAPP and the International Federation of Purchasing and Supply Management (IFPSM).
The course is recommended specifically for lawyers, procurement practitioners and project management, finance & audit personnel working in public sector organizations. Please note that there is a limited number of spaces for this course as the training is intensive and can only be accommodated in a group of smaller size. Applying early is advised in order to secure places. Priority is presently being given to public sector participants engaged in the procurement function and registered members of CAPP.
