In December 2014 the Parliament of Trinidad and Tobago passed into law the Public Procurement & Disposal of Property Act which was assented to by the President in early 2015. The PP&DP Act No.1 of 2015 now brings all procurement of goods, works and services using “public money” under an overarching statutory framework. New procedural, disclosure and reporting obligations have been created for all public sector bodies and new rights and liabilities created for public sector suppliers. Despite the absence of regulations, identifying institutional and professional capacity weaknesses in preparation for the proclamation of the new procurement regime will be key to ensuring efficiency in transitioning from the old regime to the new.
